| 摘 要： | 社会观念是建立在社会经济基础之上并受社会政治制约的社会意识形态。所以,作为社会观念的群众体育公平问题同样受到社会政治经济影响。目前,我国群众体育的不公平问题凸显,主要表现在我国群众体育资源总体匮乏;群众体育资源配置的区域不公;群众体育参与不公。造成这些不公的主要原因有区域经济发展不平衡;相关政策偏向;群众体育活动主体的社会阶层等级分化等造成。建议从实施扶持落后地区群众体育的倾斜政策;加强体育的相关法制建设;树立科学体育发展观;实行城乡统筹的发展道路;完善体育公共服务体系,逐步实现群众体育公共服务均等化;改革体育管理绩效考核制度等方面来促进我国群众体育的公平发展。

| Abstract: | Social concepts are social ideological forms based on the economic foundation and restricted by societyand politics. In a similar vein,fairness in mass sports,as a social concept,is also influenced by society,politics andeconomy. At present,unfairness prevails in mass sports in China,manifesting itself mainly in the lack and unbal-anced distribution of the resources,and inequality in participation. This is mainly caused by the unbalanced develop-ment of regional economy,policy bias,and hierarchical division of the society. The following suggestions are broughtforward in the paper：that policy making favor backward regions;that relevant laws and regulations be laid down;thata scientific approach be adopted toward the development of sport;that urban and rural areas be developed holistical-ly;that the public service system of sport be perfected to achieve a gradual equalization of public service of masssport;and that sport management performance assessment system be reformed. |
