| 摘 要： | 西部大开发不能依托西部丰富的自然资源 ,只能利用大开发的契机 ,增强大型的和重要的国有企业的竞争力 ,同时大力发展非国有经济和农业,加大基础设施建设和生态环境建设 ,发挥人才在经济中的重要作用 ,转变政府职能 ,来实现缩短东西差距的目标

| Abstract: | Developing west on a large scale can not be successful if we solely rely on exploiting rich natural resources in the west. Instead, we should strengthen largescale and essencial state-owned corporation's competitive ability, and at the same time, energetically develop un-state-owned economy and agriculture, increase infrastuctural building, protect and enhance environment, exert professional personnel's ability in economical development, convert government's function. Only with all the above could we achieve the goal of narrowing the economical disparities between the east and the west. |
