| 摘 要： | 20世纪50年代是美国对阿富汗政策的重要历史时期。此时期内，美国经历了杜鲁门、艾森豪威尔两届政府，美苏冷战又出现新的趋势。美国的阿富汗政策在此背景下开始全面展开。此十年间，美国的阿富汗政策在保持一定延续性的同时，也进行了重大变革，美国的阿富汗政策及其基本目标经争论、受挫、摸索，最终确立并沿用至80年代。定型后的美国阿富汗政策为此后几十年间美国一阿富汗关系的基本特点与结构奠定了基础，决定性地影响了此后几十年美苏冷战格局及美阿关系的发展路径。这一时期．美国对阿富汗政策的基本内容和目的是与苏联争夺，确保阿富汗的中立和缓冲国地位不被破坏。另一方面，作为美苏在阿富汗激烈争夺的副产品，两大国在阿富汗又形成了一种事实上的“合作”局面。
