| 摘 要： | 人民监督员制度是最高人民检察院推广的一项重要改革举措,旨在建立对检察权切实有效的外部监督机制。试点至今成绩斐然,但这一制度在设计上的缺陷及实践过程中显现的瑕疵,正日益成为其发挥巨大社会功效的羁绊。对比研究改革中的日本检察审查会制度,发现我国人民监督员制度的问题所在,并对此制度加以改进完善,以期使我国的司法监督体系更为科学。

| Abstract: | The people's supervisor system is an important reform action which the Supreme People's Procurator promotes.It is aimed at establishing a practical outside supervision mechanism for prosecute power.The experiment makes brilliant achievements,but in this system,the flaw which appears in the design and the practical process,is becoming an obstacle about its displaying huge social effect day by day.Compared with the reforming Japanese prosecute judgement system,we discovered the problems of the people's supervisor system, and attempt to perfect this system that will make the judicial surveillance system more scientific in our country. |
