| 摘 要： | 电子政务信息资源是一种稀缺资源,电子政务信息资源共享存在经济效率问题,这就决定了市场参与并居于主导改革地位的必要性.从市场需求程度来看,电子政务信息资源有强竞争信息与弱竞争信息之分,两者不同的经济特性决定了电子政务信息资源共享的市场主导模式.这种模式的优化,需要健全电子政务信息资源共享投融资机制,完善电子政务信息资源共享市场运作机制,深化电子政务信息资源共享市场主导保障机制,创新电子政务信息资源共享绩效评估机制.
