| 摘 要： | 中国农村剩余劳动力转移是一项长久艰巨的任务。在现阶段乡镇企业吸纳能力下降、城市面临巨大就业压力的情况下，非就地转移的小城镇可以将农村剩余劳动力的产业转移和空间转移结合起来，有着城市不可达到的优点。建设小城镇不能只讲求量多面广，要将城市与农村作为一个整体来考虑，把农村剩余劳动力的转移与城市化有机地结合在一起，着眼于建立完善的城镇体系，采取非均衡的小城镇发展模式，有重点、有规划地发展小城镇。

| Abstract: | In China, the transfer of surplus labor in rural areas is a permanent and arduous task. At the present stage, with the lessening employment in township enterprises and the big employment problem in cities, those small town to which surplus labor is really transferred from rural areas will have incomparable advantages to combine the industrial shift with the space shift. Instead of only pursuing quantity and coverage, we, in the process of small-town construction, should take as a whole both urban and rural areas and form a perfect combination of surplus labor transfer and urbanization. We should, with the emphasis on the establishment of a perfect town system, adopt the unequalizing development model so as to develop the small-town systematically. |
