| 摘 要： | 基于住房保障的政策制定,概括了我国城镇居民保障性住房供给体系的形成与发展历程.目前,我国构建保障房供给体系中解决城镇中低收入家庭住房问题已取得积极成效,但仍然存在诸如保障房的供求矛盾突出、资金缺口较大、运行机制不健全以及规划不合理等问题,因此我国保障房供给体系的完善必须从资金运作、社会功能、运行机制和供给模式四个方面来进行.

| Abstract: | This paper firstly reviews the formation and development process of the supply system of indemnificatory housing for China＇s urban residents, then analyses the general situation and problems of the supply system, finally puts forward some sug- gestions to improve it in four ways which are capital operation, social function, operation mechanism and supply mode. |
