| 摘 要： | 现行资助体系保障了家庭经济困难学生接受高等教育的机会,但缺少对学生家庭经济状况进行准确认定的有效办法;无偿"输血"的资助方式导致资助体系的"造血"功能不足,资源利用效率低下,育人效果难以保障.基于提高资助工作效率和培养受助学生综合素质的目标,分析现行资助体系存在的主要问题,提出建立基于受助学生能力开发的高校学生资助体系的基本思路.

| Abstract: | Current financial support system guarantees the students, which from the family in economic difficulties, get the chance to accept higher education. But this system lacks an effective way to identify the students （family） economic condition accurately. Free ＂blood＂ financial aid system leads to the insufficiency of its ＂blood-refreshing＂ function, low utilization efficiency of resources, and it＇ s hard to ensure the educating effect. This article, which based on the targets of improving the financial aid system＇ s work efficiency and the promotion of the aid-receiving students＇ comprehensive quality, analyzed the main problems of current financial aid system, and proposed the assumption of establishing the college student financial aid system which based on the ability promotion of the aid-receiving students. |
