| 摘 要： | 近几十年来,研发联合体作为一个国家(地区)实现技术追赶,提升技术能力的一项重要政策工具而广受关注。中国台湾与大陆先后建设了一批研发联合体(大陆称之为"公共科技服务平台"),但由于两地经济、技术和体制环境的不同,台湾研发联合体和大陆公共科技服务平台的形成与发展过程各不相同。论文分析了他们各自的形成与发展过程,并运用三螺旋创新模型阐释其形成和演变的规律和特点,希望能给技术追赶型国家(地区)发展研发联合体方面提供有益的政策启示。论文认为政府、学术界和产业之间的相互作用网络决定了研发联合体(平台)的功能定位,进而形成了不同的发展主导逻辑;并提出了研发联合体(平台)未来发展的趋势。
