| 摘 要： | 文章通过对现阶段我国生产力发展水平；人民群众增强体质的迫切需要；提高劳动者素质的需要；社会大众的心理需要以及体育事业发展的内在规律等五个层面的论述，认为现阶段我国体育事业发展的群体优先原则是完全可行的，且应成为我国体育事业发展的重要工作指导方针。

| Abstract: | Treated in the present article are the five aspects-the development level of the productivity of our country at the present phase, the eager demand for building up the physique of the masses of the people, the need to improve the workers' quality, the psychological demand of the social public, as well as the inner law of the development of the cause of physical culture and sports. It is considered that the principle to give priority to the development of mass sports is quite feasible in the cause of physical education and sports in our country at the present period, and that it ought to become the significant guiding policy to deyelop Chinese physical education and sports. |
