| 摘 要： | 政府能力是公共行政学研究的基本问题之一,在国际竞争日趋激烈的现代社会,人们越来越强烈的意识到政府能力的重要性。对于致力于经济现代化的中国社会来说,政府在推动社会经济发展过程中的作用尤为重要,因此政府行为的有效性(政府能力的强弱)直接关系到经济现代化的成败。当前中国政府能力还不能适应经济现代化的要求,政府必须转变观念加强自身的制度建设,改进政府成员的素质,以提高自身能力,推动社会经济的发展。

| Abstract: | The ability of govenment is one of the basic question that public administration have studied,as the international competition becomes increasingly fierce in the modeern society,people realize the importance of government's ability more and more intensively.Regard to China's society which devotes herself to economical modernization,government have played a important role in the process of social economy development,so the efficacy of government's actions,that is to say,the strong or weak of government's ability is in relation to the success or failure of the economical modemization.Recently,the ability of China's government couldn't fit to the request of economical modernization,so government must change their ideas,consolidate their institution construction,enhance government members'qualky,finally they can improve their ability and push the development of society economy. |
