| 摘 要： | 目前,中国大多数农民收入低且没有固定的收入来源,加之政府和集体缴费主体的缺位,造成农村社会养老保险发展缓慢甚至出现倒退。农村社会养老保险的实践已证明,在农村开展养老保险还不具备条件。本文提出的建议是,从社会保险退回社会救助,以非缴费性的老年津贴方案代替现行的以缴费为资格的养老保险制度。

| Abstract: | At present,most Chinese farmers have low and unfixed income and the contributories include government and collectivity are absent,so little headway has been made in rural pension insurance.The practice of rural pension insurance has been proved that the conditions of developing rural pension insurance are insufficient.So,this article suggestes that rural social security for elderly should draw back from social insurance to social assistance,and rural pension insurance scheme based on contribution should be replaced by noncontributory pension. |
