| 摘 要： | 摘要：在对区域科技资源配置效率的研究中，定性地选择评价指标的文章较多，然而定性的方法必然存在主观性，因此本文运用相关分析的方法来构建评价的指标。考虑到科技产出相对于科技投入存在时间上的滞后性，这个滞后性并不能在具体的某一年体现出来，而是体现在科技资源投入后的若干年中，因此基于此思想本文对经典的DEA模型进行改进。最后运用此模型对江苏省科技资源配置效率进行测度，结果表明，江苏省绝大多数市都是科技资源配置无效的，并分析了无效的原因，提出了相应的对策建议。
