| 摘 要： | 立法是一项重要的专门性活动，立法的社会功能主要体现在为社会提供烙下深刻国家权力印记的正式社会规范也就是法律规范。立法具有强大的社会整合性，我国是一元、两级、多层次立法体制，这种立法体制的出现是有其自身的社会成因的。立法之所以应当为了社会需要，而不是仅仅基于观念考虑，其根本原因在于社会的运行和发展有其自身的规律和逻辑，无法总同人们的观念和愿望保持一致。

| Abstract: | Legislation is a special activity. The social function is to provide formal social standard, namely law standard, which possesses the deep impress of the power of a country. Legislation has strong social conformity. There are unity system, two legislative institutes and different levels of legislation in China. The appearance of this kind of legislation has its own social reason. Legislation is to meet the needs of the society, not only the thinking of ideas. The radical reason is that the social movement and development has its own logic rule and can＇t always keep step with the idea and wish of people. |
