| 摘 要： | “以人为本”思想作为科学发展观的核心，标志着我党在“人”这个问题上已经有了更为明确、更为清晰、更为合理的认识。“以人为本”思想与传统的“民本观”和西方近代人本主义都有所不同，在科学发展观的背景下理解“以人为本”思想，要把握人既是发展的手段，也是发展的目的，才能更准确地理解科学发展观的内涵，才能彰显我党“以人为本”的发展理念。
