| 摘 要： | 公共危机的巨大的社会破坏性要求为之设计健全的公开机制,把公共危机中的信息公开纳入法制化的范畴,但我国独特的文化传统和立法实践上的障碍等因素,使公共危机中的行政信息公开法制化进程非常缓慢。因此,我们要充分认识行政信息公开法制化的重要价值,借鉴国内外的研究和实践经验,加速我国公共危机中行政信息公开的法制化进程。

| Abstract: | The Imformation-open principle is required in the public crisis.The information-open of public crisis should be railed to the rule by law.However,the slow process of taking administration information-open into the rail of legal control is very slow due to our unigue cultral tradition and legal establishment obstacle in China.It is very important value of administration information-open by means of learning from the abroad practical experiece.It is to speed up the advernce of legalism in the process of information-open in the public crisis in China. |
