| 摘 要： | 本文将我国特殊教育立法进程分为三个阶段 :发端与缓慢发展阶段、迅速发展阶段和专项发展阶段 ,指出立法不完善、违法现象严重、司法制度薄弱等问题是当前我国特殊教育法制建设中的重要问题。
