| 摘 要： | 农村社会保障制度是工业化发展进入成熟阶段后,工业剩余反哺农业的产物。我国原有的以家庭保障为主、集体保障为辅、集体经济为基础的农村社会保障已不再适应当前社会发展的需求,建立与之相适应的农村社会保障是解决三农问题的重要途径,是建设社会主义新农村的重要措施。在建立农村社会保障制度的过程中,我国应进一步明确新农村社会保障的政府职责,建立切实可行的筹资机制和高效的基金运行机制,重点推进农村新型养老保险制度建设。
