| 摘 要： | 全面推进素质教育的核心是课程改革。新一轮的基础教育课程改革,从单一的国家课程结构发展成为国家课程、地方课程和校本课程的3级管理体制。校本课程开发是国家课程开发的重要补充。国家课程与校本课程协调统一、平衡发展才能体现课程发展的新趋势。
