| 摘 要： | 衡阳市是湖南省重要的农业生产基地,以雨养农业为主,经常遭遇干旱与洪涝风险,因此防洪抗旱是衡阳市农业可持续发展的关键所在.文章依据农业水旱灾害风险评价理论,从抑制干旱与洪危险性、降低农业水旱灾害脆弱性以及转让农业灾情三个方面构建了生态减灾体系、水利工程体系和社会化防灾体系.
