| 摘 要： | 运用资料法、调查法以及数理统计等方法对高校体育资源纳入全民健身公共服务体系现状进行分析。认为高校体育资源在纳入全民健身公共服务体系的过程中存在运行经费短缺、安全综合防治机制缺失、相关政策法规体系不完善或执行不到位、保障激励机制不健全等困境。建议:高校体育场馆开放所需经费纳入政府财政预算,完善体育教师服务全民健身的法律与政策体系纳入政府重点工作目标,统筹建立校园体育活动安全综合防治机制纳入政府工作计划,“校地共建”基层体育社会组织纳入政府绩效管理考核目标,建设高校青少年体育俱乐部纳入政府民生实事,推动高校体育资源市场化纳入政府体育产业发展规划。

| Abstract: | This paper analyzes the current status of taking college sports resources into the public health service system of the national fitness through the methods of literature review,questionnaire survey and mathematical statistics.The paper considers that the predicament consists of shortage of operation funds,lacking of comprehensive safety control mechanism,the imperfect of relevant policies and regulations,unsound incentive mechanism and so on.The paper points out that in order to improve the situation,we should take the funds needed for the opening of sports venues in colleges into government budget,take the the legal system of gym teachers serving national fitness and comprehensive safety mechanism of campus sports activities into key work plans of government.Besides,government should support more grass-roots sports social organizations,build more juvenile sports clubs and promote the marketization of sports resources in colleges. |
