| 摘 要： | 人多地少是我国的基本国情，当前，我国耕地锐减、质量恶化，严峻形势。这种状况严重威胁着我国农业和经济社会的可持续发展。保护耕地。实现耕地可持续利用非常重要，非常紧迫。必须采取法律、行政、经济、技术等方面的综合措施来实现我国耕地的可持续利用。

| Abstract: | It is a practical situation in China that there is less farmland for more people. Currently, our farmland is sharply decreasing and its quality is deteriorating. The situation poses a grave threat to a sustainable development in agriculture and economy in our country. It is imperative to preserve and make a sustainable use of the farmland by legal, administrative economic and technological means. |
