| 摘 要： | 实现新农村建设重要任务“生产发展”、农民“生活宽裕”必须打破二元经济结构。因为二元经济结构的工业剥夺农业，资源配置城市偏向，削弱了农业自我积累的发展能力；农民受歧视，不能享有平等国民待遇，导致农业、农村经济失去发展平台；造成城市化滞后，大量农村富裕劳动力滞留农村，同时又使农村人才匮乏，使整体农民收入低、增收难；小生产为特点的传统农业经营方式，制约了农村经济的进一步发展。

| Abstract: | In order to fulfill the important task of new rural construction,such as "developing the production" and "making the farmer's life ample",the dual economic structure must be broken.The reasons are as follows: firstly,the dual economic structure industry deprives the agriculture,the disposition of resources always directs at the city,which weakens the development ability of the agriculture self-accumulation;secondly,the farmer often receives discrimination,cannot enjoy the equal national treatment,which causes the agriculture,the rural economy to lose the platform of development;thirdly,the lag of urbanization causes the massive country labors to detain in the countryside,simultaneously causes the countryside talented person to be deficient,causes the income of overall farmers quite low,and its increase very difficult;fourthly,the traditional agriculture management way characterized by the small-scale production has restricted the rural economy further development. |
