| 摘 要： | 我国高校要建立现代大学制度,必须建立决策权、执行权和监督权既相互制约又相互协调的权力结构,确立教授治学、校长管理、民主监督的体制框架,形成结构合理、决策科学、执行顺畅、监督有力、运转高效的内部权力运行机制。
