| 摘 要： | 20世纪90年代,克林顿政府对高等教育进行了大刀阔斧的改革。联邦直接贷款政策是克林顿政府制定、实施的第一项高等教育联邦大学生资助政策。该项政策减轻了学生的负担,提高了大学生的学业完成率,扩大了美国人接受高等教育的机会,进而促进了美国经济持续平稳地发展。然而,一波三折的出台过程却也预示着其前景的黯淡。

| Abstract: | In the 1990s,Clinton Administration made bold and resolute reform on higher education.Federal Direct Loan Program is the first federal financial supporting policy for university students made by Clinton Administration.The policy reduces the burden of students of the United States,increases the rate of students completed their studies,expands higher education opportunities,and improves the American economic stable development.However,the promulgation process of the policy full of frustration also indicates the gloomy foreground. |
