| 摘 要： | 本文从公共关系视野来思考和分析领导决策，指出重视公共关系咨询功能的发挥是促使领导决策克服人格化，以实现决策的科学化、民主化的重要保证。公共关系咨询是制约决策目标确立的重要因素；公共关系咨询是获取决策信息的重要途径；公共关系咨询是择定决策方案实施的重要依据；公共关系咨询是监测决策方案实施的重要手段。

| Abstract: | The behave of the leader in making policy was analysed from the view of public relations. It isnecessary for leader to attach imPOrtance to the function of public relations counsel in making policy. Ifso,it can spur him to overcome his personel viewpoint and to ensure him to make policy scientifically anddemocratically. The arguments about the function of public relations counsel in leader's makig policy areas fallows: (1)it is the key factor to restrict the target establishment; (2)It is the important way to acquire the information; (3)it is the significant judgement to select the policy; (4)it is the major method tosupervise the enforcement of the policy. |
