| 摘 要： | 目的/意义]网络舆情的蔓延很容易引发社会公共危机，给政府管理提出更高要求，如何积极引导和控制突发性公共事件的网络舆情成为评价政府执政能力的重要指标。科学合理地评价地方政府网络舆情导控行为，建立系统的评价体系是发现问题、采取对策的重要手段。过程/方法]运用危机管理和过程管理的思想，根据舆情发生前、发生时和发生后的网络舆情发展历程构建了政府网络舆情导控能力评价指标体系，并选取我国25个省级行政区域进行了实证分析。结果/结论]根据各省份得分情况得出，各省份的网络舆情导控能力基本与本省的经济发展水平相关，从地域分布上看，沿海地区省份总体高于内陆地区省份，少数民族地区的政府网络舆情导控能力较低。

| Abstract: | Purpose/Significance]The spread of network public opinion can easily lead to social public crisis,put forward higher requirements for government management,and how to actively guide and control the public opinion of sudden public events as an important indicator of the government ability.It is an important means to identify problems and take countermeasures to scientifically and reasonably evaluate local governments' network public opinion guidance behavior and establish a systematic evaluation system.Method/Process]The thought of crisis management and process management,the government network public opinion guidance and control evaluation index system was constructed,and the empirical analysis was carried out in 25 provinces in China.Result/Conclusion]According to the score of various provinces,the guidance and control ability of network public opinion in each province was basically related to the economic development level of the province.From the regional distribution,the provinces in the coastal areas were generally higher than those in the inland areas,and the ability of the minority areas were low. |
