时空视角下省级政府政务微博运营效率评价

摘    要:目的/意义] 政务微博的运营在一定的时空背景之下,为了客观公正评价政务微博的运营效率应该考虑时空因素。方法/过程] 本文从时空角度构建了时间投入、常住人口数量和人均GDP以及总微博数、粉丝数、累计被转发的次数、累计被评论数和累计被点赞数的多投入多产出评价指标体系,并运用DEA方法对我国27个省份的政务微博的运营效率进行了评估。结果/结论] 结果表明只有北京、天津、上海、河南、四川、甘肃、云南7个省市的政务微博运营DEA有效,其余20省均存在不同程度的效率缺失。最后提出了提高我国省级政务微博运营效率的对策建议,政府部门从观念上要重视政务微博的运用,加强政务微博的管理水平,缩小人口之间和城乡之间的数字鸿沟。

Operational Efficiency Research of Provincial Government Affairs Micro-blogs Based on Data Envelopment Analysis

Abstract:The operation of government affairs micro-blogs is under the backgrounds of time and space.The evaluation of government affairs micro-blogs should take into account the factors of time and space for objective.This paper built a evaluation system of input and output for provincial government affairs micro-blogs from the following aspects,time cost,residents population,per capita GDP,numbers of micro-blogs,numbers of funs,times forwarded,times reviewed and so on.and use DEA method to evaluate the efficiency of 27 provincial government affairs micro-blogs.The findings revealed that only 7 DMUs were DEA efficient,including Beijing,Tianjin,Shanghai,Hennan,Sichuan,Gansu,and Yunnan.The other provincial government affairs micro-blogs are inefficient in varied extent.In the end,this paper put forward some countermeasures that could improve the efficiency of provincial government affairs micro-blogs operation.Governments should attach importance on the using of government affairs micro-blogs in the concept,improve the management of government affairs micro-blogs,narrow the digital gap between urban and rural areas,among people.
