| 摘 要： | 目的/意义]界定社会组织参与突发事件网络舆情治理的相关概念，构建实现其有效参与治理的制度保障，以提升社会组织及政府对于突发事件网络舆情的解决能力，营造和谐、有序的网上舆论氛围。方法/过程]在梳理相关文献和结合实际的基础上，科学界定社会组织参与突发事件网络舆情的角治理色定位，基于新制度经济学进行制度设计。结果/结论]社会组织参与对于突发事件网络舆情治理有着重要意义。明晰社会组织的角色及功能，构建社会组织参与治理的制度保障，是实现突发事件网络舆情治理的必然选择。

| Abstract: | Purpose/Significance] Clarifying the relative concepts of social organization's role in the management of emergency's network public and building the guarantee system of its participation can help to improve the ability of social organization government in solving the network public opinions of emergency,creating harmonious and ordered atmosphere of network opinion.Method/Process] On the basis of clearing related researches and combining practice,this thesis definited the role of social organization in taking part in management of network public opinions of emergency in a correct way and conclucted the system design owing to new institutional economics.Result/Conclusion] The participation of social organization had great significance in the management of emergency's network public opinions.It was the necessary choice to clarify the role and function of social organization and build guarantee system of its management participation in the course of management achievement. |
