摘    要:本文立足于北京市第三产业取水定额管理,分析了城市水资源需求管理的体系框架结构:管理体系内各实体之间的相互关系、水资源需求管理的流程.在此基础上,探讨了水需求管理信息过程的体系结构,初步得到了各类用水过程中的信息从微观层面(终端消费者、用户)到宏观层面(行业、区域及管理部门)以及各层级之间传递和反馈的类型、方式、路径及机制等;建立了以行业水资源数据库、用户身份识别方法库、定额计算指标确定方法库、专家知识库以及决策支持库为基础,辅以空间数据库,以信息技术为主要实现手段的第三产业水资源需求管理信息系统平台.研究结果可为城市用水的科学管理,水资源合理配置提供决策基础.

Abstract:Nowadays, most of water resource information systems in China are based on collection, storage and simple processing of macro data regarding water resources from a perspective of resources. However, the information systems which solely emphasize resource management are hard to assist in management in practices, because critical problems on structures, transmission and share of basic data cannot be addressed. With the development of water demand, water quota systems, as a base of water demand management, are being improved. As management trades and water users increase, the content and task of water demand management is becoming more and more complex. In order to improve the efficiency of water demand management, it is quite necessary to strength the management, diversify the modes of management and speed up the information process of water demand management. Based on the management of the norm of water intake for public living in Beijing, the authors analyzed the structure of water demand management: the relationship among various entities in management system and the process of water demand management. On this basis, the authors discussed the structure of information processes of water demand management and preliminarily proposed the types, methods, routes and mechanisms of information transmissions and feedbacks between micro levels (end consumers, users) and macro levels (business, region and management departments) as well as among different levels in a variety of water-use processes in modern society. In addition, the authors investigated the information processes of water resources demand system, analyses of practical structure management, configuration of water-use management system and management processes. Based on the demand management cycle and practical processes, the authors also analyzed information processes, information flows among different water administrative departments and from water administrative departments to users as well as among users and the same-level departments. For information extraction and water resource demand types, all related information in information processes was further carried out in information resource development, mixing and organized management, information transmission, and organization exchange. Based on statistical methods and related standards, a vast amount of information in water resources demand management was further classified. The author preliminarily constructed a water management information system using MIS/3S techniques, which would provide a scientific basis for decision-making for water resource management in Beijing.
