| 摘 要： | 中国古代王朝尽管建立了用于反腐惩贪的监察制度和立法,但仅仅依靠制度和立法反腐惩贪,还难以得到最佳效果。调动官员和臣民参与防腐反贪的积极性,揭露和举报官吏的贪腐行为,有时会收到很好的效果。于是就有了鼓励官员和臣民上书举报贪腐官吏的各种措施甚至制度。但百姓作为弱势群体,很难发现官吏的贪腐行为,即使举报也很难到达最高层,因此百姓反腐惩贪的作用只能被边缘化。

| Abstract: | Although Chinese ancient dynasty established for anti-corruption supervision system and the legislation to punish corruption,but cannot get the best results by only relying on the system and anti-corruption legislation. To mobilize the enthusiasm of officials and people to participate in anti-corruption,expose and inform against of official corruption,which sometimes received very good results. But people as vulnerable group,it is difficult to find official corruption. Because the report is very difficult to reach the top,so people participating in anti-corruption can only be marginalized. |
