摘    要:以生态工业园区生态发展水平为研究内容,基于生态工业园区生产活动过程中物质投入、利用和输出的系统视角,建立了包含资源节约、废弃物循环利用和污染控制3个评价要素、14个评价指标的生态工业园区生态绩效评价指标体系。以山东省13个省级及以上生态工业园区2011年统计数据为基础,采用主成分分析和集对分析方法对各生态工业园区的生态绩效进行了测算。研究表明,13个生态工业园区根据其生态绩效可分为三类,且排序结果基本符合实际情况,因此,评价体系具有一定可行性与合理性,且主成分分析法与集对分析法适合用于生态工业园区的生态绩效评价。

Abstract:We focused on ecological development levels of eco-industrial parks. Based on material input, utilization and output during production process, we built an evaluation system with three evaluation factors(resource conservation, waste recycle and pollution control) and 14 evaluation indicators. Taking 13 eco-industrial parks of Shandong province and using statistical data for 2011, the ecological performance of each park was computed via principal component analysis and set pair analysis. The results showed that all 13 eco-industrial parks could be divided into three categories, and the order was generally consistent with the actual situation. According to sorted results, national eco-industrial parks show higher ecological performance than provincial eco-industrial parks, and comprehensive-industry and vein industry eco-industrial parks shows higher ecological performance than single-industry eco-industrial parks, indicating support from state policy, industry planning and ecology development enforcement structure play important roles in the rapid development of eco-industrial parks. The sorted results also indicate that it is necessary to strengthen the political, financial and technological support of eco-industrial parks. In order to realize the coordinated development of the economy and resources, modern technology in waste reduction and resource recycling should be applied to improve the ecological performance. Besides, reasonable position and planning should also be considered. Finally, the evaluation system can be regarded as feasible and reasonable.
