| 摘 要： | 科学地评估各高新技术产业的竞争力状况是制定有效的产业发展政策的前提和基础。根据常熟市科技局提供的2005年全部68家高新技术企业的统计数据，利用因子分析法对主要高新技术产业的发展规模、产业素质状况进行了对比分析，结果发现：新材料制造业在发展规模和产业素质方面处于绝对领先地位；电气机械及设备制造业在研发上投入较大，但偿债能力、人力资本以及技术设备竞争力偏弱；电子及通讯设备制造业的人力资源素质最强，但研发投入偏低，出口创汇能力最差；医药制造业的经济效益最好，但技术设备陈旧，研发投入过低。

| Abstract: | A scientific assessment of the competitiveness of hi-tech industries is the premise on which effective policies can be made to develop the industries. According to the statistics provided by Changshu Science ＆ Technology Bureau,we make a comparative study of the development scales and industrial qualities of some major hi-tech industries in Changshu. This is what the results reveal. First, the new materials industry plays a leading role in both the scale and the quality. Second, electric-mechanical and equipment manufacturing industries have invested heavily in R＆D,but their weaknesses lie in higher liabilities,inferior human resources, and inadequate technological and equipment competitiveness. Third, electronics and communications manufacturing industries are superior in human resources but have lower input in R＆D,and they are also week in export. Last,medicine manufacturing industry has the best economic returns,but its technology and equipments are out of date and their investment in R＆D is quite low. |
