| 摘 要： | 社会转型期，国家战略由以经济建设为中心转向社会制度的完善，社会价值观亦由效率逐渐转向公平；相应地，高等教育在公平与效率两种价值取向之间，也逐渐倾向于前者，高等教育公平将成为转型期我国社会进步的基本价值观。我国高校招考制度改革应在社会转型期基本价值取向与高等教育价值观指导下，以制度公平为导向，充分发挥其促进教育公平与民主的社会功能，而这有赖于政府与高校的协同努力。

| Abstract: | During the period of social transformation,the national strategy changes the central task from economic construction to perfection of social system. Meanwhile,social value changes from efficiency to equity. Accordingly,the Higher Education gradually tends to focus on the equity rather than efficiency,which will become the basic value of the social progress. Under the guidance of the basic social and Higher educational value during the period of transformation,College Entrance and Examination System reform should be equity orientated,and perform its social function of advancing the education equity,which is relying on collaborated efforts of government and the university. |
