| 摘 要： | 当前乡镇检察室运行机制呈现独立型数量少、兼职服务型占绝对多数、机制运行依附性较强、独立履行职能差的特点,法律监督权尚未全面强化,参与创新社会管理途径并非多元。这与检察权的配置不科学有重要关系。因此,应当将职务犯罪侦查权作为一项基本权利配置,完善诉讼监督权,全面强化法律监督权,强化检察机关参与社会管理创新。

| Abstract: | The current operational mechanism of township procuratorial offices are characterized by a number of deficiencies,such as,the low number of independent procuratorial units,the absolute majority of part-time service-oriented procuratorial units,the strong dependence-prone operational mechanism,and the low quality of independently performing their functions.Besides,the legal supervision power of these procuratorial offices is yet to be fully reinforced and their means of innovatively participating in social management activities is yet to be diversified.All the above mentioned deficiencies are closely related to the unscientific allocation of township procuratorial power.Therefore,the power of investigating crimes by taking advantage of one’s duty should be established as a fundamental power allocation;the power of prosecutorial supervision should be improved;the power of legal supervision should be comprehensively consolidated;and the township procuratorial offices should also be encouraged to participate in social management innovations. |
