| 摘 要： | 为了探索解决一条我国灵活就业人员社会保障问题的路子,在灵活就业人员社会保障没有全国统一法律法规可循的情况下,安徽省应试点一种将个人缴费的全部、企业缴费的大部分或全部和政府补助合并为一,为灵活就业人员设立个人综合保障帐户以解决灵活就业人员社会保障问题的尝试途径。这一个人综合保障帐户的实质是增加灵活就业人员的收入,提升其福利水平。

| Abstract: | The govenment in Anhui Province should try to build a security system which all of fee from employee, all or the most all fee from employer and financial subsidy gather to an account - a private integrated account of security in order to resolve the issue of flexible employee s' social sevcurity , under the circumstance that laws in higher level don't exist about social security system of flexible employment.The essence of private integrated account of security is to increase income of flexible employees, to promote their welfare level. |
