| 摘 要： | 文化产业政策在文化产业发展过程中居于核心地位,具有其它经济政策无可替代的作用。制定文化产业政策既要遵循产业发展的一般规律,又要考虑到文化产业自身的特殊情况;既要立足于本国经济与社会发展的客观实际,又要符合世界文化产业的发展趋势。实现文化产业政策制定的目标,需要处理好文化产业政策主体、文化产业政策客体、文化产业政策实施手段三者之间的关系,构建有效的文化产业政策实施机制。

| Abstract: | The cultural industry policy has a core position in the development of cultural industry and plays a non-substituted part compared with others.When formulating a sound cultural industry policy,we must comply with the common law of the industrial development on the one hand;take into account its special law on the other.And we must not only base the decision-making on objective actualities of domestic economic and social development,but also accord with development trend of the world cultural industry.In order to realize the policy goal,we should handle well the relations between the objects,subjects and implementary means so as to construct an efficient implementary mechanism. |
