| 摘 要： | 借鉴发达国家现代公共体育管理的经验,从适应市场经济发展的视角和公共体育需求的实际出发,阐述了建设基层服务型政府体育行政管理体系的历史必然,探讨了公共服务型政府含义、特点,提出我国构建基层服务型政府体育行政管理体系的特征、思路与措施。
