科研机构科技人员绩效考评体系构建研究

摘    要:科技人员绩效考评是科研机构人事制度改革的重要内容。文章基于PDCA循环模型和目标管理法、360度反馈评价法和关键绩效指标法(KPI)有机结合,以中国热带农业科学院为例,研究了在现行科研事业单位体制下科研机构科技人员绩效考评体系构建的指导思想、基本原则与主要措施。

Abstract:Performance evaluation is a very important part of the personnel system reform in research institutions.Based on the PDCA cycle models,objective management method,360° feedback evaluation method and key performance indicators method(KPI),taking Chinese Academy of Tropical Agriculture as an example,the paper analyzes the guiding ideology,basic principles and major initiatives of constructing the system of performance evaluation on scientific and technological personnel in research institutions.
