| 摘 要： | 作为一种应用性研究，政策研究因其科学性与实践性强的特征正日益成为高等教育研究的重要研究方向。《政策的观点》（《高等教育新论》第八章）正是高等教育政策研究的一篇力作。作者通过对8个个案进行分析之后认为，影响高等教育改革实施的基本政策因素有政策目标、政策评价、组织支持、经济环境和政治体制，高等教育改革可以划分为八种类型，高等教育改革主导者需要对改革目标制订与实施采取审慎的态度。

| Abstract: | The applied policy study, typical of scientific and practical properties, is an integral part of higher education researches as demonstrated in the persuasive eighth chapter -- ＂Perspectives of policies＂ in the book ＂Fresh Views on Higher Education＂. The writer, based on eight cases study, reveals the policy factors of goals-setting, assessing, departmental support, economic environment and political system in properly designing and implementing higher education reform in eight domains. |
