| 摘 要： | 随着教育体制改革的深化，电大的外部环境和内部关系发生了重大变化，电大系统建设面临一系列新的挑战，电大系统建设急需加强。在加强电大系统建设中需正确处理继承与创新、集权与分权、系统内合作与系统外合作、校本部办学与所属电大办学、电大系统与地方行政系统、加强管理与优质服务、扩大规模与提高质量、电大教育与网络教育、电大与奥鹏、电大教育与高职教育等十大关系。

| Abstract: | To meet the new challenges brought by the major changes in the external environment and internal relationships in the course of the deepening educational reforms,the RTVU system is calling for more efforts in its construction.To this end,the following 10 relationships must be balanced: inheritance and innovation;centralization and decentralization;internal cooperation and external cooperation;education in the headquarter campus and its branches;the RTVU system and the local administrative system;better management and better service;increasing enrollment and quality enhancement;RTVU education and net-work education;RTVU and OPEN;RTVU education and higher vocational education,etc. |
