| 摘 要： | 作为推动生产力发展的手段之一，信息化的作用已经得到了广泛的认同。但近年来，在信息化的实施过程中，出现了不少失败的案例。本文对信息化建设失败的原因进行了分析，并对信息化建设的实施提出建议，认为在信息化建设中把握良好的时机，制定适合本部门发展需求的信息化建设规划和技术路线，结合机构改革和相关人才队伍的建设是信息化建设成功的重要因素。

| Abstract: | As a means to promoting the development of productive force, the role of informatization has been widely recognized. Nevertheless, many unsuccessful cases take place in the implementation process of informatization in recent years. With the analysis of the reasons for the failure, this paper puts forward some suggestions for informatization construction, believing that the success of informatization relies on grasping the opportunity in informa- tization construction, formulating the informatization plan and technical route suited to the requirement for the development of local department, and integrating with the institutional reform and talent training. |
