| 摘 要： | 以庞大的人口规模为背景而展开的城市化与现代化进程，对我国城市土地供给造成巨大压力，保护耕地这一基本国策是城市土地供给的绝对扩张的约束条件，因此，实施旧城改造，推动城市土地集约化利用成为必然选择。笔者认为，目前我国各地大规模开展的旧城改造工作中存在诸多问题。事实上，旧城改造是一项涉及面很广并且具有长期性和复杂性的工作，为了实现旧城改造与不断提高城市土地资源优化配置之间的良性互动，应当以科学的发展观为指南，因地制宜地选择旧城改造的道路与模式。

| Abstract: | Urbanization andmodernization thatwere carried out under the condition of huge population, give high pressure on city land supply in China. Protecting cultivated land as one of our basic national policies, restrains the supply extension of urban land. Therefore, reforming the old cities and promoting the intensive usage of the urban land have become our indispensable choice. Many problems exist in the process of reforming the old cities that was spreading out all over China. In fact, the reforming work is so complicated which involves many aspects that it will take a long time. In order to realize the interaction between reforming the old cities and developing the configurationefficiency of urbanland, we shouldselectthemost suitable mode to reform the old cities in terms of scientific concept of development. |
