| 摘 要： | 非竞争型弱势化,是在社会急剧转型和制度变迁的背景下,与利益分化、阶层分化和权利异化紧密联系而存在,由于制度缺失或权利贫困造成的不正常的一种社会弱势化趋势和状态。这种弱势化在把机会、规则和权利给予一部分社会成员时却排斥了另一部分社会成员,因而具有不正义、不公平、不合理的特性。非竞争型弱势化使社会不同群体不公平感和相对剥夺感加深,造成社会割裂与对立,使支持改革机制的动力和活力丧失,失去对政府合法性的认同,威胁经济发展和政治、社会稳定。为此,应加强社会公平保障体系和机制建设,赋予社会更多的权利,实现包容性增长。

| Abstract: | weak non-competitive type of the rapid social transformation and institutional change in the context of,and interest differentiation,stratification,and close contact with the right of alienation exists because the system is missing or not caused by poverty,the right kind of social weakness of the normal.This weakness of the opportunities in the rules and give the right part of the social exclusion of the other members of Shique members of society,which has unjust,unfair and unreasonable features.Non-competitive type of vulnerable groups of society different sense of injustice and a sense of relative deprivation to deepen,resulting in social isolation and confrontation,so that mechanisms to support the reform momentum and energy loss,loss of recognition of the legitimacy of the government,threaten economic development and political and social stability.Strengthen the social security system fair and mechanisms,giving the community more rights,to achieve inclusive growth. |
