| 摘 要： | 图书馆是体现社会包容的重要载体。社会包容的核心旨趣是宽容与公正。社会包容与社会排斥相对立。在图书馆管理和服务中，避免政治排斥、人格排斥、设施排斥和制度排斥，才能体现社会包容理念。图书馆社会责任具有两方面的内涵：一是消极意义上的图书馆社会责任；二是积极意义上的图书馆社会责任。图书馆社会责任的内容包括法律责任、伦理责任和纯义务性责任。体现社会包容，承担社会责任，都是图书馆社会价值的基本表现，但两者之间却存在冲突现象。如何解决这种冲突，是摆在人们面前的重要问题。
