| 摘 要： | 如何把文本法律具体实施可以说是法治理论的归宿点或者说是终极点。作为一名法家学派代表的商鞅在法律实施上提出了:第一,法律宣传和解释,即进行法律教育和宣传工作。第二,在制度建设上设立中央和地方两个层次上的法律执法机构。从而保证了法律宣传和教育工作及法律的有效实施,商鞅在秦国推行的以法治国也由此取得了成功。

| Abstract: | Implementation of the law is the end-result or the ultimate of the law theory. As a representative of Fa Jia (legalism school), Shang Yang proposed the following measures in the implementation of law: first, propagandizing and explaining the law, that is, giving publicity to the law and educate people; second, establish the law executing institutions at the levels of both central and local governments. By such measures, Shang Yang proved ruling the country by law a great success in the Qin State. |
