| 摘 要： | 坚持以人为本，树立全面、协调、可持续的发展观，促进经济社会和人的全面发展，既是改革开放20多年的经验总结，也是全面建设小康社会的必然要求。本文通过对水利的可持续发展的理论基础、时代背景、现实问题及对策等问题的探讨，希冀对全面推进可持续发展水利，为实现全面建设小康社会的目标有所裨益。
