| 摘 要： | 宋代对移制度是一项集官员监察和管理于一体的差遣再分配制度,是官员管理制度的灵活性在实践层面上的体现,它既有利于克服吏部或中书铨选按资排序注授地方官员差遣却无法实现对其全面监督的弊端,又有利于发挥地方高级官员的积极性和灵活性,使他们既有监察属下的权力又有解决问题的权力。它既有存在的必要环境,又有执行的程序和原则,对移制度在宋代一直处于不断的改进和完善中,并对该朝官制产生了一定的作用和影响。

| Abstract: | The exchange system of the local officials in the Song Dynasty is a reassigning system,which combines the supervision and management of the officials.It embodies the flexibility of the official management on the practical level.It not only helps to eliminate the malpractice of the failure to supervise the local officials,but also helps to give full play to their activity and flexibility. Thus the local officials have the rights of both supervision and problem solving.It has both the necessary environment and the process and principles.It is improved ever since it comes into being in the Song dynasty,and exerts a great influence on its official system. |
