| 摘 要： | 农村信息化建设的最终受益者是谁,这是改进农村信息化建设绩效不能回避的问题。我国在"自上而下"农村信息化建设中常常忽视农民的主体地位,不注重农民的信息需求、信息意识和信息能力,正因为如此,农民难以从信息化建设中获得最大受益。要想改进我国农村信息化建设绩效,促使农民成为农村信息化的受益主体和建设主体,必须瞄准农民信息需求、改善农民信息条件和提高农民信息能力。

Highlight the dominant position of the farmers: the effective way to improve the performance of rural informatization construction |

| Abstract: | Who is the ultimate beneficiary of rural informatization construction,is unavoidable problem to improve the con-struction of rural informatization performance.In our country,the rural informatization construction from top to bottom,of-ten ignores the subject position of the farmers and do not pay attention to the farmers'information demand,consciousness and ability.Because of this,it is difficult for the farmers to obtain the maximum benefit in rural informatization construc-tion.In order to improve the performance of rural informatization construction,make farmers become the main beneficiary and construction of rural informatization,the informatization construction must aim at the information demand of farmers, improve the conditions for farmers to obtain information and improve the ability of farmers to use information. |
