| 摘 要： | 随着科技成果转化环境和形势的变化,市场在科技成果转化中的决定性作用越来越大,我国现行的一些政策存在的不足已成为促进科技成果转化的机制障碍。对国内科技成果转化政策进行梳理,分析新形势下制约我国科技成果转化制度因素,从发挥市场作用、提高科技成果转化处置权、改革科技评价体系、注重政策统筹协调、改革评价机制等角度,就我国的科技成果转化制度体系建设提出对策建议。

Question and Countermeasure Research on the Transformation of Scientific and Technological Achievement Based on the Perspective of Policy Analysis |

| Abstract: | With the change of environment and situation of transformation of scientific and technological achievements,the decisive role of market becomes more and more important to the transformation of scientific and technological achievements.Some shortages of current policies have become the obstacle to the transformation of scientific and technological achieve-ments in our country.This paper analyzes the system factors of transformation of scientific and technological achievements under the new situation in China based on the policy of transformation of scientific and technological achievements,and puts forward some countermeasure and suggestion on the construction of science and technology achievements transformation poli-cy system from playing the role of the market,increasing the right of dealing with the transformation of scientific and techno-logical achievements,reforming of science and technology evaluation system,paying attention to the angle of cohesion and unity policy,reforming evaluation mechanism and so on in our country. |
